DESCRIPTION:The International Association for the Advancement of Space Safety (IAASS) will hold a webinar on April 30\, 2026 from 2:00-3:30 pm ET on “The Case for Commercial Human Spaceflight Regulation” led by Doug Ligor\, founder of the Space Governance Institute and IAASS Director of Policy and Procedures. \nMore information and a Zoom registration link are on the event’s website\, which says: \nExecutive Summary: In 2025\, the RAND Corporation issued a report\nthat analyzed the potential impacts of implementing a regulatory regime\non the emerging commercial spaceflight market. The development of\ncommercial space activities is rapidly expanding\, and there are\nestimates that the global space economy will grow to more than $750\nbillion by 2028. Space activities were previously limited to state-\nsponsored or government-controlled operations. However\, numerous\nprivate entities are now conducting or planning space activities\,\nincluding the orbital and suborbital space travel of civilian passengers. \nThe Colloquium will discuss the results of the RAND Corp. report that\nexamined the theoretical bases that underlie the relationship between\nthe government’s application of a regulatory regime and the need to\nbalance two fundamental goals of governance: public safety and market\ngrowth. To better understand how this balance has been achieved in\nother markets\, the report used case studies of analogous regulatory\nregimes to explore how particular types of regulations may achieve both\ngoals. Their analysis shows that safety and health regulations that are\ntechnology-forcing and time-phased are effective and generally\nassociated with increased innovation and market growth. Doug Ligor’s\npresentation will be debated with Tommaso Sgobba\, IAASS Executive\nDirector\, and moderated by Douglas Isbell renowned space\ncommunicator. \n
