SUMMARY:INTERAGENCY NUCLEAR SAFETY REVIEW BOARD (NASA)\, Aug 29\, 2024\, virtual\, 3:00-4:00 pm ET
DESCRIPTION:NASA will host a virtual meeting of the Interagency Nuclear Safety Review Board (INSRB) that was established in 2020 to replace the ad hoc Interagency Nuclear Safety review panels used for prior NASA missions that utilize radioactive power sources. \nThe meeting will take place via WebEx on August 29\, 2024 from 3:00-4:00 pm ET and is designed to explain “what the INSRB is and is not charged to do\, and how it conducts its business”  since there appear to be misunderstandings in the community at large. \nAnyone interested in participating must contact NASA’s Donald Helton IN ADVANCE per the instructions in the Federal Register notice\, which is reproduced below. Questions must be submitted by August 15\, 2024. \nSUMMARY: NASA\, as the administering agency of the Interagency Nuclear \nSafety Review Board (INSRB) created by National Security Presidential \nMemorandum\, invites all interested parties to participate in a meeting \nin which current INSRB members and alternates will provide information \nabout the INSRB's processes and practices\, as well as answer submitted \nquestions.\n\nDATES: The meeting will take place in a fully virtual format\, using \nMicrosoft Teams\, from 3 to 4 p.m. EST on August 29\, 2024. Questions \nmust be submitted by August 15\, 2024. The meeting will be recorded and \nthe video of the recording will be posted publicly.\n\nADDRESSES: Requests to participate (i.e.\, to be sent the meeting link)\, \nas well as submitting questions (if desired) should be directed to \ndonald.m.helton@nasa.gov.\n\nFOR FURTHER INFORMATION CONTACT: For other matters related to the \nmeeting\, contact Donald Helton\, 202-358-0311\, donald.m.helton@nasa.gov.\n\nSUPPLEMENTARY INFORMATION: \n I. Background: National Security Presidential Memorandum No. 20 \n(NSPM-20) directed the NASA Administrator to establish the INSRB to \nreplace the ad hoc Interagency Nuclear Safety Review Panels used for \nprior missions. The INSRB was first empaneled in 2020\, and per NSPM-20 \nconsists of ``representatives from the Departments of State\, Defense\, \nEnergy\, and Transportation\, the Environmental Protection Agency\, NASA\, \nand\, as appropriate\, the Nuclear Regulatory Commission.'' Following its \nformation\, the INSRB issued a Charter\, as well as a guidance document \nknown as the INSRB Playbook. While the INSRB's scope is defined by \nNSPM-20\, and while its conduct of operations is described in the INSRB \nCharter and the INSRB Playbook\, the INSRB has continued to receive \nquestions from the community-at-large that suggest misunderstandings. \nThe INSRB is hosting this virtual open house as a diverse means of \ncommunicating to interested parties about what the INSRB is and is not \ncharged to do\, and how it conducts its business.\n II. Resources: The INSRB Charter and INSRB Playbook are publicly \navailable at the following link: https://sma.nasa.gov/sma-disciplines/nuclear-flight-safety. \nThis same web page contains an INSRB brochure \nand an INSRB presentation that will form the basis for the remarks made \nduring the virtual open house.
