DESCRIPTION:The National Space Council will hold two “listening sessions” on the topic of In-Space Authorization and Supervision Policy (sometimes referred to as “mission authorization”) on November 14 and November 21\, 2022 from 1:00-3:00 pm ET each day. \nThe theme on November 14 is “Novel Space Capabilities” and on November 21 is “Approaches for Authorization and Supervision.” \nInformation on how to participate in the listening sessions is in the Federal Register notice\, which is reproduced below. \nSUMMARY: On 9 September 2022\, Vice President Kamala Harris\, Chair of \nthe National Space Council\, requested Council Members to provide ``a \nproposal for the authorization and supervision of commercial novel \nspace activities within 180 days[.]'' The White House National Space \nCouncil in the Executive Office of the President is organizing a series \nof virtual 2 hour listening sessions to engage with members of the \npublic and learn about novel space capabilities and innovative \nmissions\, experiences with United States regulatory bodies\, and \napproaches to mission authorization and supervision that can evolve \nover time.\n\nDATES: \n    1. Participants are \ninvited to share information about their missions--the different phases \nfrom cradle to grave as well the multiple aspects of these phases. i.e. \nthe communications aspect\, role of imagery in operations\, in-space \nsafety protocols such as conjunction assessment and collision \navoidance\, and any others participants believe are appropriate to be \nconsidered.\n\n[[Page 62846]]\n\n    Pursuant to Executive Order 14056 and Title V of Public Law 100-\n685\, National Space Council is soliciting public input through these \nvirtual listening sessions to obtain information and recommendations \nfrom a wide array of stakeholders\, including representatives from \ndiverse industries\, academia\, other relevant organizations and \ninstitutions\, and the general public. Virtual listening sessions will \ninform National Space Council Members as they develop applicable \nnational space policy as described herein.\n    The virtual listening sessions will each focus on a specific theme\, \nas described below:\n\n1. Session on Novel Space Capabilities: 14 November 2022\, 1 to 3 p.m. \nET\n\n    Commercial spaceflight technologies in the United States have \nmatured significantly over the last decade. As a direct result\, the \nUnites States commercial space sector has begun to engage in a range of \nnew activities in outer space and is planning for many more. Some of \nthese activities are novel in and of themselves\, others are novel \nbecause of who performs them or where\, while still others are novel \ncombinations of more established activities.\n    In the United States Space Priorities Framework (SPF)\, the Biden-\nHarris Administration highlighted the importance of an enabling policy \nand regulatory environment to the nation's innovation ecosystem and its \nthriving economic development.\n    U.S. regulations must provide clarity and certainty for the \nauthorization and continuing supervision of non-governmental space \nactivities\, including for novel activities such as on-orbit servicing\, \norbital debris removal\, space-based manufacturing\, commercial human \nspaceflight\, and recovery and use of space resources.\n\n2. Session on Approaches for Authorization & Supervision: 21 November \n2022\, 1 to 3 p.m. ET\n\n    Article VI of the Outer Space Treaty obligates the United States to \nauthorize and provide continuous supervision for the space activities \nof its non-governmental entities. Authorization refers to governmental \npermission to perform a mission or activity and supervision means \nongoing governmental oversight of some sort or degree sufficient to \nensure consistency with the Outer Space Treaty. The goal is a clear\, \npredictable\, and flexible regulatory and policy environment for private \nsector space activities that will grow and evolve in response to \ntechnological advancement and enable continued sustainability of the \nspace environment. This requires understanding of the operational phase \nof these missions.\n    Participants are invited to share information about their \nexperiences and opinions about obtaining authorization to perform their \ncurrent and planned activities and if/how these activities are being \nsupervised\, if current\, and ideas for supervision of planned missions\, \nto include incentives\, monitoring\, reporting\, and others.\n    Speakers will have 3 minutes each to present comments and \nparticipants will be allowed to provide further details and \nperspectives in written format within 45 days of this publication.
