As President-elect Joe Biden prepares to take office\, his administration will be tasked with defining its national security space policy. The Biden administration will need to decide how much to invest in expanding space capabilities\, including satellites\, how to pursue cooperation with U.S. allies and partners\, and how to deter\, and if necessary\, wage conflict in space. \nFor instance\, for decades during the Cold War\, the U.S. formulated different ways to convince nuclear adversaries that the cost of conflict would be too high. A pressing question is whether\, and how\, to apply or tweak those models to space.
