SUMMARY:SASC HEARING ON FINDINGS & RECS OF COMMISSION ON THE NATIONAL DEFENSE STRATEGY\, Nov 27\, 2018\, DC\, 9:30 am ET (webcast)
DESCRIPTION:The Senate Armed Services Committee (SASC) will hold a hearing on November 27\, 2018 at 9:30 am ET in G-50 Dirksen Senate Office Building on “Findings and Recommendations of the Commission on the National Defense Strategy.  Scheduled witnesses are: \n\nAmb. Eric Edelman\, Co-Chair\, Commission on the National Defense Strategy\nAdm. Gary Roughead\, USN (Ret.)\, Co-Chair\, Commission on the National Defense Strategy\n\nThe hearing will be webcast on the SASC website. \nThe Commission’s report is available on the website of the U.S. Institute for Peace.  The report was required by the FY2017 National Defense Authorization Act (NDAA).  It has a section on space beginning on page 38 followed by a section missile defense that also discusses space assets. \nIt makes these related recommendations: \n14. Space is once again becoming an increasingly critical and contentious\ndomain. The U.S. military is heavily dependent on space-based\nassets across the full spectrum of conflict; other nations are attempting\nto replicate U.S. space capabilities for themselves and developing\ncounterspace capabilities to reduce or eliminate U.S. advantages. \nRecommendation: America should improve its ability to compete\nand deter malign activity in space\, and to be sufficiently resilient that\nthe military and economic effects on Earth are minimized should deterrence\nfail. As the United States rethinks its approach to space\, it\nshould emphasize five themes: technology\, policy\, organization\,\ncommunication\, and cooperation. \n15. Missile defense is foundational to U.S. deterrence and assurance\nstrategies. As the missile threat to the U.S. homeland from North\nKorea and Iran grows\, and as Russia and China modernize their\nnuclear arsenals\, America will need more credible and effective\ndefenses. \nRecommendation: A senior DOD official should be given full\nauthority to develop and implement an integrated\, long-term plan for\nacquiring and developing air and missile defense capability. The\nSecretary should transfer the responsibility and resources for postRDT&E\nacquisition of missile defense systems to the services; DOD\nshould invest in a robust R&D program to anticipate future threats\,\noperate effectively from space\, and enhance resiliency.
