The Maryland Space Business Roundtable (MSBR) will hold its next luncheon on November 12, 2025 at Martin’s Crosswinds in Greenbelt, MD from 11:30 am-1:00 pm ET.
The speaker is Kevin Kelly, Partner at Actum. (This is a change. The original speaker was the Nuclear Regulatory Commission’s Victor Hall, but he cannot attend because of the government shutdown.)

MSBR is honored to welcome Kevin Kelly as speaker for the November luncheon. With over two decades of experience in public policy and government affairs, Kevin currently serves as Partner at Actum, providing full-service government relations and strategic public affairs support.
Prior to joining Actum, Kevin led the Government & Regulatory Affairs unit of an international law firm. There, he devised and executed creative, bi-partisan strategies to increase capture of Federal funds, approaching the budget and appropriations process to help clients increase profitability, probability of winning grants and contracts, and build long-term financial stability by growing Federal programs of record.
Kevin has represented some of the nation’s highest-profile Federal science policy entities with research and investments ranging from drug development and nuclear physics to technology for defense against national security threats. He also has a strong background in key components of urban policy, including housing finance, public safety, transportation, and delivery of critical public health services and solutions.
In government, Kevin served under U.S. Senator Barbara Mikulski (D-MD) and was the Majority Clerk for the Senate Appropriations Committee’s second-largest subcommittee, overseeing budgets, policy, and programs for a number of Federal agencies.
