The Georgetown Center on National Security (CNS) and the American Society of International Law (ASIL) would like to invite you to participate in the conference “Security In Outer Space: Woomera Manual, Military Operations, & Emerging Issues”, to be held in Washington DC at Tillar House on 21 May 2025.
The law of outer space, like so much else about the exoatmospheric realm, is under stress. The prodigious growth in private-sector space activities is matched by a surge in military space activities. The world is on the precipice of several new types of space races, as countries and companies bid for first-mover advantages in the highest of high ground. This exponential increase in technology creates a classic problem of the tragedy of the commons, including interference, debris, increased risk of collision, first movers’ absorption of scarce resources, and potential wide-ranging environmental consequences.
In this context, this conference will provide an ideal forum for relevant experts and stakeholders to jointly consider the threats, opportunities, and challenges in the increasingly important but under-developed area of law and policy that is outer space security.
