In November 2025, the U.S.-China Economic and Security Review Commission released its annual report to Congress, highlighting Beijing’s pursuit of an ambitious and coordinated whole-of-government space strategy aimed at establishing China as the leading world power in space. As part of that strategy, China is expanding its space launch, satellite manufacturing, and on-orbit space infrastructure to give the People’s Liberation Army a battlefield advantage, power civilian and commercial innovation, and generate economic growth and development.
