Update, March 6: SpaceX posted a new “tweet” today again saying the projected date is March 14, but noting that regulatory approval is pending. More information is on the company’s website, but neither mentions the time. The website reveals they are flying a different trajectory this time, with splashdown in the Indian Ocean instead of near Hawaii as had been planned for the first two tests. The change is to enable them to “attempt new techniques like in-space engine burns while maximizing public safety.”

SpaceX needs a launch license from the FAA and there is no indication that has been issued yet, but the FAA closed its mishap investigation for the second flight test on February 26 so a license could be forthcoming at any time.
