The 2023 International Astronautical Conference (IAC 2023) will take place October 2-6, 2023 in Baku, Azerbaijan.

An email from the IAC says “the Opening Ceremony, Plenary Programme, IAF GNF Programme and the Closing Ceremony” will be livestreamed.
The Azerbaijan time zone is GMT+4, which is EDT+8. The opening ceremony on October 2, for example, starts at 9:30 am AZT, which is 1:30 am EDT.
Elon Musk is scheduled to address the IAC virtually at 17:45 AZT (9:45 am EDT) on Thursday, October 5. The IAF says it will air on X (formerly known as Twitter) and on IAF’s website.
