George Washington University’s Space Policy Institute (SPI) and the GW Law School will hold an in-person event on September 4, 2025 in Washington, DC.
The topic is “Space Law Across Borders: Comparative Frameworks in the United States, India, Japan, and South Korea.”
Speakers include:
- Ranjana Kaul, Partner, Dua Associations, New Delhi, India
- Shimpel Ishido, Partner, Nishimura & Ashai, Tokyo, Japan
- Nayoung Youn, Senior Researcher, Korea Aerospace Research Institute (KARI), Republic of Korea
- Gabriel Swiney, Director, Policy, Advocacy and International Division, Office of Space Commerce, NOAA
The first part of the meeting from 10:00 am-12:00 pm is at SPI’s offices at 1957 E St., NW, Washington, DC.
That will be followed by a luncheon from 12:10-2:00 pm ET at the nearby GW Law School where Swiney will give a keynote address.

GW SPI’s Henry Hertzfeld and GW Law School’s Rosa Celorio will give introductory remarks, along with Stefan Samse of Konrad Adenauer Stiftung’s Rule of Law Programme Asia (KAS RLPA).
