Chaired by Norman Augustine, the committee was established by President Barack Obama shortly after he took office in 2009 to develop options for the future of NASA’s human spaceflight program. NASA was implementing the Constellation program to return humans to the Moon by 2020 as directed by President George W. Bush, but with the economic collapse that had begun in October 2008, the incoming Obama Administration had to decide if Constellation was affordable.
This committee did not recommend that Constellation be canceled, but that is the path the Obama Administration ultimately chose.
